When embedded in the consciousness matrix of one's tribe (religious, political, social, racial, blood kin, etc.), one follows a dualistic pattern of us-them, right-wrong, acceptable- not acceptable unique to the tribe. When one tribal con mat meets another, conflict amidst harmony occurs. Mind, which consists of cognition and emotion (a co-motion) goes against mind, creating both "internal" (to the group and to the individual) and "external" distress. 

What has been labelled as Zen is a consciousness matrix that does not produce such a set-up. The Zen tribe is all existing, the Eternal Now Ever Emerging. Such a con mat state (the state of no-state) produces right action. This is what is known in the Ten Ox-Herding Pictures as "accepting the empty circle" and "returning to the market place with bliss-bestowing hands."
